Simeone told Atletico Madrid must sell one name before signing Arsenal outcast Torreira.
However, the Spanish giants must first find a buyer for Hector Herrera before they push through a deal for the Uruguay international, reports Mundo Deportivo.
Atletico coach Diego Simeone would prefer to work with Torreira ahead of Herrera and has approved the Mexico international's sale.
Herrera, in his first season in Spain, managed 30 appearances for Atletico, but failed to convince Simeone.
But for Torreira to arrive, Simeone has been told Herrera must be moved on.
