Spurs previously rejected attempts from PSG to take him on loan.
That stance has softened with him not playing regularly under Antonio Conte.
The midfielder's Tottenham contract runs until 2024 so a loan deal is most likely.
The England midfielder has had limited game time since the arrival of Conte.
