Costa is playing regularly for the Spanish side who are seventh in La Liga.
Super Deporte reports a permanent deal will cost Valencia £17m but they have still not made up their minds.
Valencia have 'tight' finances and are in no rush.
However, Costa is playing his way into convincing VCF to deal him in permanently.
