BILD says BVB are in the market for a new left-back and Maatsen fits the bill.
The 20-year-old Maatsen is under contract with Chelsea until 2024.
BVB are keen on Ramy Bensebaini (27) from Borussia Mönchengladbach, though Maatsen has emerged as a more affordable alternative.
