The London club have agreements to buy within the loan deals for both players.
Kulusevski arrived from Juventus in January, while Romero has been at the club from Atalanta since last summer.
Spurs have no issues putting down a huge sum on both players, per Fabrizio Romano.
The total cost to sign Kulusevski and Romero permanently is €80 million.
Qualifying for the Champions League makes it easier to do such deals, which Spurs can do if they secure a draw in their final league game against Norwich City on Sunday
