Drinkwater had reached an agreement with the Turkish Super Lig side but the deal was held up by restrictions on travel.
He has yet to undergo a medical and agree with the final paperwork.
The 30-year-old is eager to kickstart his career after just 23 first-team appearances for Chelsea since his £35million transfer from Leicester City in 2017.
His last competitive appearance for Chelsea came against Manchester City in the Community Shield in August 2018.
