The Dutch midfielder will hope to regain his form after missing two years of his career with a terrible knee injury.
Marco van Ginkel has joined PSV on loan from Chelsea, the Blues' official website confirms.
This will be the 27-year-old's third loan spell at the Eredivisie club.
In June, he signed a one-year contract extension with Chelsea despite not playing an official game for two years.
At PSV, Van Ginkel enjoyed his best form, scoring 31 goals in 64 games there and winning two Eredivisie titles in 2016 and 2018.
The Dutchman joined Chelsea all the way back in 2013 from Vitesse, with the former manager of that team Peter Bosz dubbing him 'the next Frank Lampard'.
It hasn't quite panned out for him that way, as Van Ginkel has only ever made 4 appearances for the Blues, spending a large chunk of his time on loan and even more so recovering from long-term injuries.
